Dr. Kalam's Republic Day speech, 2005

AN EXAMPLE OF THE VISION OF PRESIDENT DR. A. P.
J. KALAM

    I like to listen to FM radio when I am driving.
Now, if I get to listen to a song I like when I
am driving, I boost the volume up. It is not
often that I find myself turning up the volume
only to hear voices of radio jockeys or those in
the advertisements speak. Yesterday, a song came
on my favourite FM station that I did not like.

    I changed stations immediately and heard a
voice expressing a vision for the country that
"kept me locked" to the station. In fact, while I
drove, I was conscious that part of my attention
was on the speech that I was listening to. It was
with a conscious effort that I had to pay
attention to the road ! What was the power of the
voice and the vision that kept me engaged for
nearly a quarter of an hour ?

    The answer to that question lies in the date
today : 26-January, Republic Day in India. This
means yesterday was 25-Jan and the voice I heard
was that of our president Dr. A. P. J. Abdul
Kalam speaking about his vision for the country.
The President's address creates a picture of what
can be in India and is an excellent example of a
thinking man's vision for India and its problems.

    Sometimes, I am baffled by the vision
statements of organisations. In my view, a vision
statement is an expression of where the
management of organisaton sees the organisation
in 5 years. Yet, there are few visions that I
have seen really expressed well, in the corporate
world. Part of the problem may be in the
difficulty to summarise a broad thrust for the
future in a couple of lines. When it comes to
vision statements by politicians, I am not
baffled, merely resigned. I don't expect
politicians to think beyond their 5 year term in
parliament.

    In this context, I admire the address to the
nation that Dr. Kalam made yesterday. I feel that
the address fully explains what having a vision

    Personally, I find the following aspects
interesting about the address :

    *    The foresight of Dr. Kalam : As I said,
vision statements sometimes reveal only the short
sightedness of the persons who make those
statements ! On the other hand, the President
made a speech that brought alive the possibility
of what India can become in a matter of years.
    *    The concern for India and the way he applies
thought towards solving issues that plague the
country : I find it refreshing to listen to a
leader articulate his viewpoint about how the
country can progress rather than saying that the
country should progress !
    *    The strong focus on science and technology,
applied to the rural environment : Science and
technology are basically tools to further human
progress. Dr. Kalam has emphasized this in his
address, concentrating on villages, in particular.

    For those who want a summary in "bullet
points", here it is, along with some comments
that I have :

    *    Dr. Kalam's thrust is on generating employment
    *    Bio-fuel, wastelands, water management,
bamboo, cotton and healthcare can generate
employment. I like the way Dr. Kalam has given
numbers for each such field.
    *    I can see the use of science and technology
applied by Dr. Kalam ! He speaks of boosting farm
productivity, using fly ash innovatively, etc.
    *    At the same time, successful state government
initiatives are also mentioned. The health
insurance scheme in my state (other states may
also have similar schemes) called Yashaswini is
one such example, though it is not mentioned by
name.

    If politicians simply follow Dr. Kalam's
vision, it would give the country a sense of
direction. But knowing politicians, that may not
happen. Still, as an example of what a creative
mind can dream of, this speech makes good
reading. Excerpts from the address are pasted
below. I have highlighted text that is important
in my opinion in upper case.

.... I have met more than six hundred thousand
children from all parts of our country, after
becoming the President. During my interaction
with them, they posed a series of questions, with
affection. They asked: ".... what would I do
after my education? Will I get employment? Our
parents, who have spent all their savings on our
education, also share the same concern. ...."

.... Concerns about employment are not only for
those who are fortunate enough to have school and
college education. .... It represents the
aspirations and anxiety of nearly 540 million
youth of our nation. ....

.... Contribution of agriculture to India's GDP
has reduced from 39 percent to 22 percent during
the period 1979 to 2004. .... The percentage of
people employed in agriculture has come down from
64 percent to 54 percent. Simultaneously, the
percentage of people employed in manufacturing
has gone up from 15 percent to 19 percent and in
the service sector from 20 percent to 27 percent.
This trend has to continue and by 2020 our
employment pattern should aim at 44 percent in
agriculture, 21 percent in manufacturing and 35
percent in service sectors. THE DISPLACEMENT OF
10 PERCENT PEOPLE FROM THE AGRICULTURE SECTOR HAS
TO BE FACILITATED THROUGH SKILL ENABLING FOR
UNDERTAKING VALUE ADDED TASKS IN RURAL
ENTERPRISES so that migration to urban areas is
reduced. ....

.... I would like to suggest a few schemes that
can bring large-scale employment and prosperity
to our people. ....

.... Bio-fuel plants grown in parts of
wastelands, for example, 11 MILLION HECTARES CAN
YIELD A REVENUE OF APPROXIMATELY RS. 20,000 CRORE
A YEAR and provide employment to over 12 million
people both for plantation and running of
extraction plants. It will reduce foreign
exchange outflow for import of crude oil, cost of
which is continuously rising in the international
market. .... One time investment needed for bio-
fuel plantation to production in 11 million
hectares will be approximately Rs. 27,000 crore.

.... ICRISAT .... HAS DEVELOPED SHORT DURATION,
DISEASE AND DROUGHT RESISTANT VARIETIES OF
IMPORTANT CROPS .... This technology will enable
us to RECLAIM 5 MORE MILLION HECTARES of the 33
million hectares of wasteland allotted for
productive farming. As per the experts, this will
result in the deployment of 15 million people for
dry land cultivation. ....

.... To improve the watertable, we need to build
check dams, develop water sheds, desilt ponds and
rivers .... The task is totally labour intensive
and nation wide implementation of this scheme
will provide employment for six million persons
for more than three or four years. ....

.... The programme envisages the cultivation of
bamboo over two million hectares and promotion of
technology and networking for enhancing trade.
Economic and social benefits from these
activities, will lead to the creation of 8.6
million jobs and market opportunities worth over
Rs.6,500 crore with an investment of Rs.2,600
crore. ....

.... It is reported that the agricultural
increase of grains is around 15 percent, green
vegetables 35 percent and root vegetables 50
percent, WHEN FLY ASH IS MIXED WITH SOIL.
Toxicity tests have proved that there is no toxic
element due to fly ash. But IT HAS HIGHER
NUTRIENTS DUE TO INCREASED AVAILABILITY OF IRON
AND CALCIUM. .... Full utilisation of the
generating stock, will provide employment
potential for three hundred thousand people and
result in a business volume of over Rs.4,000
crore. ....

.... India can definitely produce 25 percent of
the total world production of quality cotton
compared to the existing 12 percent leading to a
revenue of over Rs.25,000 crore a year for the
nation. ....

.... By tripling the export of apparels, we can
add more than 5 million direct jobs and 7 million
indirect jobs in the allied sector, primarily in
the cultivation of cotton ....

.... We have only one doctor for one thousand
eight hundred people, whereas in some of the
developed countries the doctor to population
ratio is 1: 600 .... An innovative method has
come into action in certain states. This system
provides free health cover to citizens who are
members and PAY RS.10 PER INDIVIDUAL PER MONTH AS
AN INSURANCE PREMIUM. State and Central
Governments can sponsor this insurance scheme
involving the payment of a small premium of Rs.10
per individual per month by citizens in different
states of the country. Such an insurance cover
should be able to provide treatment for all types
of diseases including expensive open heart
surgery. ....

.... India has approximately 2.3 lakh Village
Panchayats. I visualize the establishment of
village knowledge centres in these Panchayats to
empower villagers with knowledge and to act as
nodal centre for knowledge connectivity for
villagers. ....

.... The schemes discussed so far have the
potential to generate approximately a total of 56
million direct employments during the next 5
years. ....
